There is new doubt over when a tax on landline telecoms services will be implemented in the UK. Stephen Timms, the communications minister, told the Sunday Times he could not comment if this would be put in place before the next general election or not. He said: "If the question is, is the levy definitely going to be legislated for this side of the election, I can't say for sure." This tax, which is a proposed £6 per year fee for users of landline telecoms services, is seen as a way of covering the cost of implementing superfast broadband systems, such as those outlined in the Digital Britain report, which was published by Lord Carter in June. Mr Timms took on the role of communications minister earlier this month and has been given the task of leading the changes to the UK's digital infrastructure, which includes broadband access for all by 2012.
