Ofcom has published an initial consultation assessing how the mobile industry delivers on the needs of British citizens and consumers.
The telecoms regulator expressed its aim to help consumers get the best choice and value for money for their personal and business mobile contracts.
It also stated that the business must continue to innovate, buoyed by a customer-driven outlook and high levels of competition.
Regulation must also evolve in a way that reflects the changing needs of the industry and telecoms users, Ofcom asserted.
Ed Richards, chief executive of Ofcom, commented that mobile telecoms is now a key part of modern life.
"With significant market and technology developments underway, now is the right time to ask some tough questions about the future approach to regulation," he said.
Ofcom recently reported that British consumers are using telecoms services more than before, but paying less than ever for them.
